Plans for the new Universal theme park in Bedford have taken a major step forward. This month, Universal Destinations & Experiences, part of Comcast NBCUniversal, submitted a Special Development Order (SDO) to the UK government.

The submission marks a key milestone in the company’s proposal to build its first-ever Universal-branded theme park and resort in the UK, right here in Bedford.

What is a Special Development Order?

A Special Development Order (SDO) is a type of planning approval that, if granted, allows large-scale projects to progress more quickly than through the standard route.

Universal’s submission includes a full set of documents typically found in a standard planning application, such as:

  • An Environmental Statement
  • A Planning Statement
  • A Design and Access Statement

The proposal is sponsored by the Department for Culture, Media and Sport (DCMS) and is now under review by the Ministry of Housing, Communities and Local Government (MHCLG).

What happens next?

The MHCLG will soon invite public feedback on the submitted proposal. This will include the opportunity to comment on the Environmental Statement and other supporting materials.

Details of where to view the plans and how to make a representation will be shared publicly once the consultation period begins.

Universal has also confirmed that public engagement held earlier this year helped shape the submission, with 92% of local residents expressing support for the project.

What the Universal Theme Park Means for Bedford

At Love Bedford, we’re incredibly excited about what this development could mean for our town and the wider region.

If approved, the project will:

  • Create up to 28,000 jobs, with 80% expected to go to people in Bedford, Central Bedfordshire, Luton, and Milton Keynes
  • Bring major investment into local transport infrastructure, including upgrades to Wixams railway station and direct slip roads from the A421
  • Put Bedford on the global map as the home of one of the most recognised entertainment brands in the world

The proposed resort isn’t just a theme park; it’s a once-in-a-generation opportunity to grow Bedford’s local economy, increase tourism, and boost footfall for our local businesses.
